Interactive Bulgaria Maps
Of course you already know about Google Maps. Check some other options:
BGMaps - in many ways BGMaps is even better than Google Maps. The maps are clear and have all the streets on them, easy search, search routes, and lots of practical info on the map - hospitals, banks, theatres, metro stations etc.
Bulmaps offer simpler but very fast interactive maps. For big cities like Sofia there are also important objects like hotels, stations, rentacar etc marked on the map too.
BG360 is a Google Maps mashup with 360° views of many places.
Static/Printable Maps
These are mostly pictures that you can print or save on your laptop or tablet in case you've missed to buy a paper map.
One decent English map of the country is available here. You should be able to figure out the roads and the cities/towns.

Map with roads - although it's in Bulgarian, it's a very detailed map.
Paper Maps
You may be able to buy a paper map on the airports and the rail/bus stations but sometimes you may find the kiosk closed or that you don't have Bulgarian currency yet. To avoid the risks better have a paper map with you. Here are some good maps you can buy:

GPS Maps
We still don't use GPS maps - we prefer to discover routes ourselves. But you may be different:
Bg Routing Map offer few GPS maps in various formats. Unfortunately their site is not available in English.
Here are a few Java apps with GPS maps. You may have to use Google Translate to understand the page. As hit.bg is barely accessible from outside you may have to wait a lot loading the pages.
This site has a bunch of free GPS maps (click on "Bulgarian maps" link).
And this is a vector topographic map for Garmin GPS devices.
Maps Of Bulgarian Cities
In addition to the interactive map of Bulgaria, where you can also find maps of most cities, here are few other interesting ones.
Wireless Sofia is a Google Map mashup showing free wi-fi areas in the city. There might be even more than on the map.
Here is a printable Sofia map with satisfying quality.
A bunch of good Maps of Varna. The explanations are in Bulgarian.
This printable map of Burgas is not bad but the street names are all in Bulgarian.
Lonely Planet has an map of Plovdiv that is OK.
A small printable map of Rousse in English is available here. Here is much bigger one, good for printing as well.

This is a Google Maps mashup with the 100 Tourist Sites of Bulgaria.
Scanned maps of the Bulgarian mountains: Rila; Pirin; Rhodopes; Stara Planina; Vitosha; Strandja (PDF). All are in Bulgarian.
Here is a map of Bulgarian caves - it's in Bulgarian again. I guess it could be useful to translate these maps in English.
